Combien a été dépensé. Un plafond n'est pas de l'argent dépensé : c'est le maximum qu'un acheteur s'autorise à commander sur la durée d'un accord-cadre, et la somme réellement commandée n'est pas publiée. Correction en cours : une partie des contrats classés « plafond » sont des commandes passées sous un accord-cadre (voir la note de couverture).
Une centrale d'achat (UGAP, RESAH…) fixe des plafonds pour le compte de nombreux acheteurs : son plafond couvre leurs commandes à tous.
La publication des données est obligatoire à partir de 40 000 € HT : les marchés plus petits sont en partie absents, et les montants sont hors taxes, au moment de la notification.

Couverture: 275 928 contrats notifiés depuis le 1er janvier 2024 portent un plafond (522,9 Md€ au total, jamais additionnés aux montants déclarés). Parmi eux, 37 884 renvoient à un autre accord-cadre (59,0 Md€) : ce sont probablement des commandes, à reclasser après vérification d'un échantillon.
